To contribute to the World Bank’s engagements in Côte d’Ivoire, Benin, Togo and Guinea by providing timely- and policy-relevant analytical work on poverty, vulnerability and gender, as well as providing upstream operational support on distributional analysis of reforms and policies.

The Program Development Objective (PDO) of the proposed operation is to :(1) strengthen competition in key enabling sectors and domestic revenue mobilization; (2) expand access to health and education services; (3) promote the sustainable use of natural resources.
