The Project Development Objective (PDO) is twofold:
(i) Develop institutional capacity to conduct tax policy analysis, so that the tax authorities are better able to generate insights from the vast amount of administrative data they collect.
(ii) Conduct tax policy analysis based on administrative micro tax data to measure the progressivity of tax systems at the top of the distribution, and the extent to which capital income and high earners pay their fair share. We will assist tax authorities in linking their Personal Income Tax and Corporate Income Tax bases, by using and improving shareholder registries. This will provide a comprehensive view of income, helping to identify cases of underreporting and to suggest policy options for how high earners can equitably contribute to the DRM objectives of these countries.
Contribute to improving tax administration to make it more effective and taxpayer-friendly
Togo’s Agriculture and Infrastructure Public Expenditure Review (PER) will identify ways of improving the quality of public spending and tax policies impacting agriculture productivity and infrastructure quality with the aim of accelerating structural transformation and increasing resilience to climate shocks.
The overriding objective of this PER is to provide government with options for a fiscal adjustment that can maintain service delivery and support sustainable and inclusive growth in Uganda. The PER seeks to achieve this through identifying areas for fiscal savings and expenditure rationalization, raising the equity and efficiency of spending, rebalancing expenditures between hard infrastructure and human capital development, and strengthening institutional aspects of public expenditure management. The combined outcome from these measures will help reduce the fiscal deficit, rein in public debt, crowd in private sector led growth, and support macroeconomic stability and more inclusive growth.
