The Platform for Collaboration on Tax Released its Progress Report 2025

Washington, D.C. – February 26, 2026 – The Platform for Collaboration on Tax – a joint initiative of the International Monetary Fund (IMF), the Organisation for Economic Co-operation and Development (OECD), the United Nations (UN), and the World Bank Group (WBG) – is pleased to announce the release of its Progress Report 2025, which covers activities delivered in 2025.

The PCT Progress Report 2025 provides an overview of the PCT Partners' collaboration on domestic resource mobilization under four workstreams: Tax and The Sustainable Development Goals (SDGs), including Environmental Taxation, International Taxation and tax Incentives, Medium-Term Revenue Strategy (MTRS), and Stakeholder Engagement, Dissemination, and Internal Exchanges.

The main focus since the last report has been on delivering practical tools and guidance to strengthen tax capacity, including the publication of the Tax Incentives Principles (TIPS), the PCT report to the G20 on progress in strengthening frameworks for building tax capacity, continued work on reviewing and refining the MTRS framework, and expanded learning and knowledge products such as the new e-learning module on tax treaty negotiations. 

The PCT Partners are committed to helping countries strengthen their tax capacity, boost revenue mobilization, and achieve the sustainable development goals.
