Washington, D.C. – April 27, 2026 – The Platform for Collaboration on Tax (PCT)—a joint initiative of the International Monetary Fund (IMF), the Organisation for Economic Co-operation and Development (OECD), the United Nations (UN), and the World Bank Group (WBG)—is pleased to announce the publication of two new e-learning courses on the World Bank’s Open Learning Campus (OLC).
These new e-learning courses—Tax Incentives Principles and Toolkit on Tax Treaty Negotiations—are designed to strengthen the capacity of policymakers, tax officials, and practitioners in developing countries by providing practical guidance and accessible learning tools on key areas of tax policy and administration.
The Tax Incentives Principles course supports policymakers in maximizing the benefits of tax incentives while minimizing risks to revenue, fairness, and governance. It provides a structured framework to help countries design, implement, and evaluate tax incentives in a transparent and efficient manner. Register here
The Toolkit on Tax Treaty Negotiations course represents a joint effort to provide comprehensive capacity-building support to developing countries engaged in tax treaty negotiations. Building on previous contributions, the module aims to reduce duplication and inconsistencies while equipping officials with practical tools and insights for effective negotiation and post-negotiation processes. Both courses are part of the PCT’s broader commitment to advancing domestic resource mobilization and supporting countries in strengthening their tax systems. By leveraging digital learning platforms such as the Open Learning Campus, the PCT continues to expand access to high-quality knowledge products and foster global collaboration in taxation.
